Mom I didn't fail my test, my test score was undervalued

Does the title make any sense?  Didn't think so though this is how we are told nincompoop statements daily from the powers that be and expected to swallow such.  OK, public schools are generally bad but let's hope not that bad.  Here's another oxymoron statement;
